Better management of road transport – Seville, ES
Introduction
A consortium of Sevillian public authorities, haulers, customers, associations and unions jointly developed a telematics centre that links up freight producers, road transport companies and drivers with the help of new information technologies.
Problem
For the region of Andalusia, road transport is a strategic economic activity – and not only by virtue of the number of jobs it generates. Andalusia is a genuine transport corridor, a link not only with nearby Portugal but also with the African continent by way of the Straits of Gibraltar.
However, the increasingly competitive road haulage market is putting increased pressure on profitability. In a sector with many operators, a high number of Small and Medium Enterprises and a plethora of interested parties, this is not an easy challenge to meet.
Description
The telematics centre, Eurogate, is a limited company with public-private shareholders. Eurogate enables a better management of transport flows for goods carried by road. By means of high-tech equipment (high-speed Internet, satellite navigation system, adapted software, etc.) it is possible to link up haulers, client companies, drivers etc. in real time. No more heavy goods vehicles have to make the return trip empty.
Eurogate also offers many other services, such as online access to updated information on key subjects for the sector:
  • the location of fuel pumps;
  • prices at the pump;
  • weather forecasts;
  • the cost of motorway tolls;
  • the addresses of cheap hotels;
  • detailed plans of the towns passed through etc.
Results
A better management of transport flows saves fuel and has a beneficial effect on the quality of the environment. In addition the joint management of the telematics network, the costs to users are reduced considerably.
The Eurogate network now extends to:
  • the United Kingdom,
  • Hungary,
  • Poland,
  • Czech Republic,
  • Slovakia,
  • Russia,
  • the Netherlands
  • and Belgium.

EU involvement
The total cost of the project was 3.0 million euros.
The European Regional Development Fund of the European Commission provided 2.2 million euros between 1994 and 1999.
