The elaboration presents the direction of the national policy in terms of energy and the state of the legal status on this matter. The present state and future changes with regards to the supply of heat, electricity and gas are presented. The authors in their elaboration have suggested ways and means by which improvement can be made with regards to the use of heat, electricity and gas as well as the ways of using existing surplus and local energy sources in conjunction with already existing stations producing heat and electricity. The document proposes the creation of development plans for energy companies with the aim of realizing the goals of individual communes with regards to energy supply. Also the document proposes the way to manage the project by the city’s civil service. The plan / project does not exclude partnership with neighboring communes on this matter. The project was approved on the 24.03.2004 with the resolution no: XVIII/258/04 of the City Council of Piotrkow Trybunalski.
