Burying of the railway line and transformation of the historic centre of Getafe (Madrid).
Introduction
The action in the town of Getafe took the opportunity to bury the railway line to recover industry and reactivate economic activity, renovate the sewerage and waste collection system and give the public a closer and friendlier town.
Description
The location of the town of Getafe, south of and adjacent to the City of Madrid, in an area crossed by radial infrastructures, has historically affected its layout and urban development, resulting in the appearance of districts isiolated physically and socially from the town centre.
The need to integrate the districts, removing the barrier of the railway has been a challenge since the agreement for its integration was signed in February 1996. It proveded the opportunity for environmental regerneration and the reclassification of the freed industrial areas in a policy described in the 2003 Master Plan.
Results
• Regarding improved means of communication: communication by traffic: from 2 connections to 24 direct ones, pedestrian crossings: from 6 under the line to 50 pedestrian crossings; removal of architectural barriers; about 2,000 parking spaces were provided.
• Location of a transport exchange in the Getafe Central station connecting rail, metro, buses, private vehicles and taxis to reduce travel times and improve qualitatively safety, comfort and the urban landscape.
• Maintain and improve small and medium industry activity affecting an area of 361,000 m2 and 20 companies. Some seven of these are to be transferred to the new technological estates.
• Priority for pedestrians and removal of architectural barriers. This affected 102,000 m2 and 25,000 residents.
The area of the central station is a large square that also contains equipment, an arts centre, theatre and the García Lorca auditorium.
Beneficiaries
The main beneficiaries of the action are the residents of Getafe. However, the scope of the action will benefit the entire City of Madrid, containing some 5.5 million residents according to the Statistical Atlas of the Ministry of Housing
Resources used
Fundamentally, financing came from the municipal budgets with the Region of Madrid financing 50% of the burial of the railway. The European Union also contributed to the financing through the Cohesion Fund, the Solid Urban Wastes Restructuring Plan and pedestrianisation.
Technical resources came from the regional and local governments which prepared the projects by contracting consultants specialising in government contracting procedures
EU involvement
The European Union participated through the Solid Urban Wastes Restructuring Plan and pedestrianisation, 80% financed by the Cohesion Fund.
