Hera ora Programme: enhancing the historical and cultural identity of Crotone - IT.

Introduction

The “Hera ora” Crotone Urban II Programme enhances the historical and cultural identity of Crotone and its urban surroundings. The Programme aims to increase security, reduce seismic risks and improve capacity building.

Problem

The “Hera ora” Crotone Urban II Programme covers in particular the coastal zone and the old town centre of Crotone. This area is characterised by relevant socio-demographic and economic handicaps inhibiting the attractiveness of the city. The low migration rate is due to the low quality of housing, few job opportunities and low promotion of cultural and historical heritage. The high unemployment rate reflects the recent de-industrialisation of Crotone, the low adaptability of the local labour market and an increased level of crime. Transport infrastructure, risk management against hydrologic and seismic events and waste management and recycling are inadequate.

Description

“Hera ora” Crotone Urban II Programme lists three sectors of intervention:

mixed land use, sustainable development. Actions imply regeneration of deprived areas, analysis and mapping of the seismic phenomenon and risk management, environment improvement, regeneration of buildings and green areas and protection of cultural heritage
entrepreneurship and employment: support to small and medium-sized enterprises (SMEs), crafts, trade, training and tourism offer. Actions implemented to promote the cultural heritage and the tourism sector
sustainable transport system. Actions are focused on the re-organisation of the transport system, including the installation of an IT monitoring system.

Approach

The strategy of the “Hera ora” Crotone Urban II Programme is complementary to the Municipal Development Plan of Crotone, the R.O.P. Calabria and other Programmes aimed to revamp the Calabria Region. The “Hera ora” Programme is focused on the socio-economic development of Crotone through integrated environmental and social sustainable measures to enhance and promote territorial resources. The integrated approach of the “Hera ora” Programme ensures that all measures, although focused on different themes and goals, support, promote and enhance Crotone’s resources.

Results

The following results have been achieved:

implementation of a Geographic Information System
a Municipal Plan for green and public spaces
an Action Plan for soil decontamination
a plan to supply inhabitants with a high- quality electricity system
buildings regeneration
realisation of the city IT monitoring system
construction of the Civil Protection department
promotion of an International Award in Mathematics
construction of a park and a museum
promenade revampment
training for “territorial animator” (how to animate territorial communities).

Beneficiaries

The City of Crotone and its inhabitants.

Resources used

Total expense: 25.3 million euros
ERDF contribution: 15.2 million euros
National contribution: 10.1 million euros.
