The Programme of Low Emission Restraining aims in improvement of the air quality in the commune of Tarnowskie Gory. High industrialisation of the Silesian Region results in high density of population what influences the quantity of pollution from the low emission emitters. The most bothersome sort of emission, so called low emission, is not covered with any legal regulations. The program of low emission restraining is prepared to restrain emission of air pollution from the housing sector. The mechanisms of financial aid for people who decide to modernise their heating systems, what is the only efficient way to decrease this problem, have been described in the elaboration. Activities aiming in low emission restraining described in the programme are consistent with regulations of the Communal Environment Protection Programme where it is assumed to start activities leading to eliminate this problem.
