Fund for the Urbanisation and Development of the Kirchberg Plateau
Introduction
The Fund for the Urbanisation and Development of the Kirchberg Plateau is engaged in the continuous development of a vital mixed-use district (360 ha) close to the city centre of Luxembourg.
Description
The Fund for the Urbanisation and Development of the Kirchberg Plateau, a public institution under the control of the Ministry for Public Works, is in charge of:
  • The acquisition of land on the Kirchberg Plateau,
  • its urbanisation and development,
  • the construction of roadways and the provision of access to the district as well as any other related infrastructure,
  • and the construction of a bridge spanning the Valley of the Alzette and linking the district with the city centre of Luxembourg.
The overall concept of the Fund includes functional as well as urbanistic issues. Concerning transport infrastructure a sustainable orientation is apparent. Apart from foot and bycycle lanes, a train tram system is planned that should be complemented by a parking area management. The urbanisation of the five different quarters should be stimulated by a mixed-use scheme, made up of housing and different other functions of public interest. A broad network of green spaces should be an integral element serving as functional connection as well as place of leisure. Furthermore, sustainable energy supply for the whole district is an important part of the econcept.
The five different quarters show heterogeneous patterns, but each of them offers a set of particularities. The Quartier Européen is mainly characterised by the European Investment Bank and the European Court of Justice. The Quartier du Parc, the central park, is surrounded by leisure facilities, schools, residential areas as well as a block heat and power plant. The Quartier du Kiem encompasses residential areas as well as playgrounds, a cinema complex, a shopping centre and a financial centre. In the Quartier du Grünwald a hospital complex and a housing area will be added to the existing administration buildings.
EU involvement
The influence of the European Union consists particularly in the construction of important buildings of the European institutions. Besides the European Court of Justice and the European Investment Bank an extension of the International Conference and Congress Centre is part of the reorganisation of the European Union after the last enlargement.
