The study, as it defines spatial policy of the commune, including local rules of physical development, is a basic tool enabling the execution of commune’s own tasks in terms of spatial order, transport and technical infrastructure. It is the only obligatory interdisciplinary planning document including long-term propositions, defining directions of spatial changes and technical infrastructure in the premises of the whole city. It regulates those elements of physical development that require transformations made in accordance with the spatial policy of the municipal self-government and which realisation through local physical development plans will enable to achieve strategic goals, from which the most important being enhancement of inhabitants’ living conditions, defined in the study and other documents, inter alia: the Development Strategy of the City of Bydgoszcz, operation and branch programmes.
