Development and flood risk: Planning Policy Statement 25 - UK
Introduction
A national planning policy statement on flood risk management in England
Description
The statement sets out the decision-making principles which planning authorities should adhere to in order to ensure that flood risk is taken into account at all stages of the planning process.
It suggests that planning authorities should appraise risk, manage risk and reduce risk and it sets out the responsibilities of various individuals and organisations, for example:
  • owners and developers
  • regional planning bodies
  • local planning authorities
  • the Environment Agency
The statement sets out the Government’s five principles for sustainable development, and includes various annexes with additional information on:
  • climate change
  • different forms of flooding
  • an explanation of the sequential test and the exception test
  • the assessment of flood risk
  • the management of surface water
  • the management of residual flood risk
  • the roles and responsibilities of various parties involved
