Development and flood risk: a practice guide companion to PPS25 'living draft'
Introduction
This practice guide supports the government’s planning policy statement on development and Flood Risk (PPS25), by offering guidance and good practice case studies of how to implement it.
Description
This draft guidance provides advice on the practical implementation of policies described in Planning Policy Statement 25 (PPS25): development and flood risk. PPS25 seeks to ensure that flood risk is taken into account at all stages in the planning process to avoid inappropriate development in areas at risk of flooding, and to direct development away from areas of high risk. Where new development is, exceptionally, necessary in such areas, policy aims to make it safe, without increasing flood risk elsewhere, and, where possible, reducing flood risk overall.
The practice guide companion looks at the assessment of flood risk, covering Regional Flood Risk Appraisals (RFRAs), Strategic Flood Risk Assessment (SFRAs) and site-specific Flood Risk Assessments (FRAs). It examines the application of the sequential approach, the sequential test and the exception test, and advises on the use of sustainable drainage systems (SUDS) to manage surface water in new developments. It also discusses residual risks - those that remain after taking mitigating actions to protect developments. Short case studies are used to illustrate key principles.
