Spoor Noord (Railway North)
Introduction
The transformation of a derelict railway site into an urban park, to be used as the driving force for the revival of the neglected surrounding areas.
Problem
The new area meets the need for more green and open space in Antwerp North and is intended to promote the involvement of the neglected districts surrounding the area in the urban fabric.
Description
Central to the Spoor Noord project is the conversion of a former railway site into a modern, accessible urban park with lots of greenery and open space for sport and leisure activities. The primary purpose of the urban park is to create a connection between the local residents of the adjoining neglected urban districts. An extensive recruitment programme has been set up to encourage the local residents to take part in the park project. The park is also closely connected with other urban development projects in the Antwerp city centre, giving it a supra-local function.
Approach
The city and the NMBS have set up a specific cooperative structure for this project. The whole process will be conducted in conjunction with a team of urban designers which won an international competition. In so doing, the wishes and complaints of the local residents will be taken into consideration to a large extent.
Results
  • Strong participation of local residents in the activities being organised as part of the recruitment programme;
  • Cooperation between the city, the NMBS railway company and other players;
  • Infrastructure at the site to be made available for events and local inhabitants (such as sports halls);
  • from October 2005: the actual building of the park.
Beneficiaries
In the first instance, the local residents, but the park is also aimed at other city-dwellers.
Resources used
From 2000 to 2007 inclusive, approximately 31 730 000 € has been released for this project, of which some 80% has been spent on investments (park construction, purchasing and refurbishing premises, supervision by the design team, etc.).
