Circular flow land use management: new strategic, planning and instrumental approaches for mobilisation of brownfields
Introduction
This document discusses circular flow land use management as a new strategy to mobilise brownfields.
Description
The article presents the principles, strategy and political approach of circular flow land use management. Requirements of this concept regarding land use management and planning practice are discussed. The “start-up plan” as an information and management instrument for the crucial pre-planning phase of brownfield revitalization projects is presented. Further requirements for a systematic rehabilitation of brownfields are discussed.

The research seeks to contribute to foster broader activities for brownfield mobilisation.
Methodology
The article summarizes the researchers’ experiences from various projects on the topic of brownfield mobilisation.
Conclusions
The regeneration of brownfields plays a key part in reducing greenfield use and in sustainable land use strategies. Circular flow land use management has the potential reduce the length of time land is vacant or underutilised and develop solutions for land which is difficult to regenerate and to overcome the shortcomings planning approaches of the past that often focussed on single flagship projects. “Start-up plans” that integrate economic, environmental, social and planning aspects of site regeneration can play an important role in coalition-building for a specific site rehabilitation project. Only a suitable mix of planning, regulative-law and fiscal approaches will guarantee long-term success in sustainable land management.
