Regeneration of dwelling group Nitra, Diely – Slovakia
Introduction
Construction of social rental flats owned by the town.
Problem
Diely was a devastated area with waste, excavation soil dumps, with flown-in greenery and overgrown with weeds in a direct contact with a living environment, rise of illegal waste dumps and also illicit community activities of undesirable nature.
There was a great demand for social rental flats on the area of complex construction for socially poor groups of the residents of Nitra town.
Social and political changes after 1989 resulted in a temporary abolition of subsidy for housing.
Description
The area was originally formed by vineyards, which have been bought out in range of complex flat construction in Nitra - Diely. In the period from 1993-94 the construction in the Diely dwelling aggregate was stopped. The area in question was devastated by a soil and construction material dump.
The area was in a direct contact with a completed flat construction implemented in 1980s. The area was suitable to complete the construction of the dwelling group. Therefore, it was necessary to revitalize the area relating to the existing built-up area.
The basic aim of this project was to use existing qualities and potentials of the area and thereby to improve the environment for the local community \ as well as for visitors of the town.
Approach
The city of Nitra, the owner of the parcel, carried out new housing projects in the period from 1990 to 1993 in dwelling houses C108 and C109 with a capacity of 84 housing units, in the period 2of 002-2003 dwelling houses C110 and C111 with a capacity of 154 housing units and in 2005 year dwelling house C302 with a capacity of 34 housing units.
At the same time a relevant infrastructure was built, the surroundings of the dwelling houses were being remodelled, parks were adjusted and recreation and relaxation utilities designed for leisure activities for all age categories of the residents of the dwelling group.
During public consultations with inhabitants of the housing estate there was a demand for a redevelopment and reconstruction of a sustentative monument Saint Anton’s chapel and Saint Urban´s statue, the patron saint of wine-growers. Nitra town accepted this demand and these historical objects were reconstructed.
Results
Project implementation in Diely resulted in:
  • Revitalisation of the devastated area,
  • Improvement of quality of residents environment,
  • Reconstruction and completion of the engineering infrastructure of the area,
  • Saving of existing cultural monuments,
  • Offer more affordable social rental flats,
  • Reduction of number of residents per 1 hectare of area by constructing a small surface housing.
Implementation of the project contributed to improvement of environmental conditions of the residents in original built-up area in a close contact with a completed bleak area and to improvement of engineering infrastructure.
The new building covered temporarily a demand of the town residents for social rental flats.
Reconstruction and building of a new engineering net funded by integral resources had a positive impact on administrators of such nets.
Revitalisation of the area will improve the feeling of the residents and visitors of the town relating living conditions in this part of territory.

Three sources were used: own resources, a subsidy from the Slovak republic Ministry of construction and regional development (MVRR SR) and a credit from State fund for living development (ŠFRB), in which the external financial resources were decisive.
