The Foundation for Rental Houses in Tampere, Finland
Introduction
The foundation for Rental Houses in Tampere is a Finnish non-profit rental’ housing foundation consisting of about 6450 residential flats in Tampere.
Description
The houses are mainly state loaned and they have been built since the seventies. New houses are being built yearly and old ones are to be renovated. Largest flats consist of five rooms plus kitchen. Most housing units are in blocks of flats but there are also row houses. This is a state of the art report presented by SUREURO- sustainable refurbishment process.
Background information
The Housing Production Department ATT, tries to improve knowledge of the following items, whilst paying attention to the sustainable refurbishment:
• improve the knowledge of environmental aspects;
• create procedures to ecological planning and building;
• use models and tools for achieving the targets;
• improve co-operation and interaction between different participators;
• make the tenants and other clients more satisfied by increasing the positive publicity of ATT.

This research report is partly funded by CEC FP5 City of Tomorrow
Conclusions
The Foundation for Rental Houses in Tampere wants to gain from  
this project:
• General guidelines and models of how housing companies should be refurbished and renovated in a sustainable way, and after all  
       experiences a final model and toolboxes;
• In order to get from the design phase through the construction to the normal use of the house; the following is needed:
-     better co-operation between the housing company, designers and
-     tenants;
-     sustainable understanding in the refurbishment process;
-     easier decision making procedures;
-     reduction of energy and water consumption and less waste:
       cut down maintenance and running costs of their building stock.
