Long Term Jozsefvaros District Development Plan, Budapest
Introduction
The 15 year long develoment plan of the 85 000 inhabitant district of Budapest is a stern and well structured document. The plan has introduced an image setting exercise dividing the district into 11 more compact and identifiable sub-district. Development interventions – depending on the financial limitations of the district – are organised according to the special needs of these differing districts.
Description
Józsefváros is the worst famed district of Budapest. In the overall prosperous region of Budapest social problems are concentrated within limited geographical areas. The most depriving characters of Józsefváros are high unemployment rate, low educational attainment and bad quality housing. Developments in the district from 1998 till 2004 were improvements in public security, an inflow of inhabitants from outside areas – thus the district, which has a central setting has become popular – and the development of small enterprises and services.
The strategy has divided the area into 11 sub-districts, all having little different characteristics. The development plan is aiming that inhabitants would identify themselves with their closest neighbourhoods more easily and the district will be able to maintain its multicultural distinctiveness. The plan is therefore structured according to these 11 sub districts, and in all of the districts aims of the district council are set up, with financial conditions. Thus maybe the district council will not be able to fulfil all of its proposals, but public interventions and developments at least are well-structured and needs are prioritised.
EU involvement
Long term approach and strategic planning is necessary for accessing EU Cohesion Funds, therefore the EU has been a strong incentive for the creation of strategic plans.
