Urban development model for Halle (Saale)
Introduction
An urban development model which takes account of transformation and shrinking process is developed for the City of Halle on Saale, to be used as the basis for the decisions of local planning authorities.
Proposition
Because of continuing shrinking processes the City of Halle is confronted with the need for a spacial coordination of demolition measures. An urban development  model will provide an analytical basis for decision making.
Description
Since 1998, as in other parts of Eastern Germany, Halle has experienced processes of transformation and shrinking which pose challenges to the future of urban development planning. Recognising that a statement must be made about overall development guidelines in order to provide solutions to the various new problems, at first an abstract urban development model was developed with the City of Halle (stage I of the project). The results of stage I led the City of Halle to commission a closer analysis of East Halle (Stage II of the project). 
Methodology
The research method is based on the use of extensive secondary statistics. Out of the intensive analysis of this material, scenarios were developed to delineate the possible future development of Halle. The analysis was undertaken at two different levels. Firstly, regional and intra-urban interrelationships were investigated. An individual analysis of the urban environment at a local level (neighbourhood report) with particular focus on the area of East Halle was made. Finally, the findings were incorporated into an urban development model to develop specific planning strategies for Halle.
Knowledge dissemination
The publication combines the findings of two research projects undertaken between 2002 and 2005, which were initiated by the Institut für Stadtentwicklung und Bauwirtschaft (ISB) at the University of Leipzig on behalf of the City of Halle.
Conclusions
The first part of the study involved the generation of an overall urban development model. Theoretical scenarios for urban shrinking were developed and applied to the city being investigated. Subsequently, local conditions were taken into account through the analysis of existing urban structures and typical spatial configurations. Synthesis of the individual findings led to the definition of characteristic North/South "linear zones" - the "green residential zone", the "urban core" and the "rural / semi-industrial economic area", as well as the natural reserves of the Saale and the Reide.
In the second part of the study the applicability of the urban development model was tested in a closer analysis of the eastern areas of the city. After defining the three key areas, specific planning strategies were developed in order to formulate development aims for these areas in East Halle.
