Restructuring of public spaces in the Moulin Neuf district of Stains (Seine-Saint-Denis)
Introduction
This case study details the urban restructuring project for the isolated enclave of the town of Stains.
Problem
Regalvanising a peripheral enclave in a town in the Parisian suburbs.
Description
The Moulin Neuf district in Stains is characterised by poor transport services, the absence of any real urban public space and relatively dilapidated housing. An urban restructuring project has been introduced for the district in order to construct better spatial links between the district and the town and a new image of “park-district”. The project, supported by ERDF, endeavoured to organize inhabitants’ participation and local partners’ mobilization.
Approach
Feasibility studies were first of all carried out upstream. A steering committee chaired by the Mayor and comprising lessors, developers, municipal services, and all the urban restructuring project’s partners including the State, is heading the project with the help of a technical steering committee. The participation of the inhabitants has been organised within the framework of urban workshops meeting twice a month.

  • Creation of highways and public areas;
  • Demolition, rehabilitation and construction of housing;
  • Creation or renovation of amenities and public services.

  • Intervention of three town-planning consultants;
  • The proper organisation of the project is ensured by the fact that the Mayor is chairman of the steering committee, which strengthens the project and by the management structure (coordinators and key agents) set up by the developers;
