Cyprus Strategic Development Plan 2004-2005
Introduction
The plan constitutes the basis for the preparation of the programming documents for Cyprus and includes actions and schemes that will be proposed for co-funding by the Structural Funds, the Cohesion Fund and other Community initiatives of the European Union, as well as all other actions that will be promoted by the Government of Cyprus.
Description
After describing recent developments affecting the economy of Cyprus and outlining its basic characteristics, a SWOT analysis is performed, which results in the formulation of an appropriate development strategy, with the primary objective of achieving a satisfactory rate of sustainable growth.  The Plan also aims to achieve the utilisation, to the greatest possible extent, of the opportunities offered through the accession of Cyprus into the EU, thus contributing substantially to a greater real convergence with EU member states.
The five development priorities of the Plan are:
  • Expansion and upgrading of basic infrastructures
  • Enhancement of the competitiveness
  • Balanced regional and rural development
  • Development of human capital – promotion of equal opportunities and strengthening of social cohesion
  • Protection of the environment and improvement of the quality of life
The Plan also aims to achieve the utilisation, to the greatest possible extent, of the opportunities offered through the accession of Cyprus into the EU, thus contributing substantially to a greater real convergence with EU member states.
