Tackling the Tarwewijk District in Rotterdam
Introduction
The ambitions with respect to the Tawewijk district are described by the borough of Charlois in the action plan "Tawewijk OK 2003". Housing and outside spaces have to be improved in this neighbourhood, but not without social cohesion, strengthening integration and increasing safety.
Problem
Parts of the Tawewijk show signs of being in the early stages of a process of impoverishment, similar to that experienced by the Millinxbuurt neighbourhood.  Intervention is necessary now to avoid any further deterioration, as well as to make the most of the opportunities that are to be found in the Tarwewijk.
Description
The integrated ambition can, in summary, be translated into a number of concrete points relating to physical, social, economical and safety issues.
Physical
  • There is no longer any poorly maintained housing in Tarwewijk.
  • The housing supply (now encompassing a large percentage of low-cost housing) is more differentiated.
  • The outside spaces have a desirable character.
  • The daily management provides for clean and wholesome outside spaces.
Social
  • Social bottlenecks in the neighbourhood are sorted out in collaboration with the citizens.
  • There is a clear follow up stage for anyone caught in connection with the safety measures.
  • Risks of permanent  disadvantage among children are spotted.
  • There is a coherent package of care and assistance.
  • There is collective awareness in the neighbourhood with respect to risk factors in the field of health.
Economic
  • Inhabitants receive support in seeking employment.
  • The economic structure of the neighbourhood is clear and strong.
Safety
  • Nuisance and crime are reduced to the average level in the city of Rotterdam.
