Urban Development Report 2004
Introduction
The Urban Planning Report presents the current need for action in urban development and the measures planned by the Federal Government to promote the sustainability of cities. Objectives and effectiveness of urban development instruments as a response to urban designing tasks are in the centre of attention.
Description
On 15 December 2004 the Federal Government adopted the Urban Development Report 2004 „Sustainable Urban Development – A Common Framework“. It mainly includes information about the present need for action in urban development and presents the measures by which the Federal Government reacts to it. It especially describes the regionally different challenges for urban development resulting from the forecasted demographic developments and the possibilities for urban reconstruction to cope with the problems arising from adjustment processes in the old and new Länder. It concentrates as well on the efficiency of urban development assistance instruments and on the spatial efficiency of direct and indirect housing assistance instruments – also compared with the funds used. Furthermore, it describes the evaluation of urban development programmes which have been launched since 1996 with regard to their fulfillment of urban development objectives.
The Urban Planning Report focuses on current designing tasks of urban planning and urban development policy under changed demographic and economic framework conditions. It presents the challenges to the social, ecological and economic modernisation policy of cities and municipalities as well as the measures with which the Federal Government responds to this.
