Glasgow Harbour Masterplan
Introduction
The Glasgow Harbour, currently owned by Peel Holdings, is the name given to the redevelopment of former ship yards, docks, warehouses and granaries fronting the River Clyde and the River Kelvin south of Clydeside Expressway, between the SECC and the Clyde Tunnel. The proposed investment is in excess of £1.2 billion.
Problem
The Glaswegian harbour is in need of regeneration: underused, vacant and neglected land along the River Clyde needs to be transformed. The target of the project is to complete the regeneration of 49 hectares and over 3km of waterfront and to assist 270 unemployed people into work or further education.
Description
Planning consent was granted in 2001 for the development of the site consisting of: residential; a business district; retail and leisure. Planning consent was granted in 2002 for work to ensure that Glasgow Harbour will be connected to the West End of the city. A revised approach for the infrastructure was subsequently approved in April 2005. There is planned investment to create major new internal roads, lower the Clydeside Expressway at Partick, upgrade pedestrian connections from Partick to Glasgow Harbour and provide new transport links to the City Centre.
The Glasgow Harbour submitted a revised masterplan in February 2006, including proposals for a mixed-use development of 125 acres of land, to include a national waterfront destination comprising 16,200 sqm of casino (Glasgow Harbour currently have approval for 3,770 sqm for a casino) to be operated by MGM MIRAGE, consisting of:
  • 1,250 slot machines and 50 tables
  • associated bars
  • specifically restaurants
  • lounges and leisure facilities
  • parking for 2,000 vehicles
Additional floor space is also planned for leisure and retail and a 5-star 200 bed luxury hotel.

Approach
It is a mix-used development, which will see the building of more than 2500 new homes along with new business, retail and leisure areas.
Approximately 42% of the site will be developed as new parks with river walkways and cycle paths. There will be major investment to create new internal roads, lower the Clydeside Expressway at Partick, upgrade pedestrian connections from Partick to Glasgow Harbour and provide new transport links to the City Centre.
Learning experiences
Completed:
Demolition of former granaries, 2001-03;
Phase 1 Clyde Walkway 2004; and
Refurbishment of Meadowside underpass including community art project and completion of Phase 1, public park, 2005.
Consents:
Planning consent granted for 649 units, Phase 1, 2002;
Planning consent granted for 770 units, Phase 2, March 2005 and 651m² of commercial use;
Planning consent was granted for revised infrastructure, April 2005. Revised masterplan is submitted for trial office and residential was, including public space and proposed regional casino by MGM Mirage.
