WATERFRONT Med network: developing a system of integrated planning instruments – Lazio, IT.
Introduction
The WATERFRONT Med project is addressed to a wide territorial system involving the ports of Civitavecchia, Fiumicino, Anzio, Terracina–Circeo, Pontine Islands, Gaeta–Formia. Its main objective is to enhance the urban areas surrounding the ports through actions aimed at a better use of environmental and natural resources.
Description
The WATERFRONT Med project is aimed at regenerating the urban coastal areas of the Mediterranean Sea, with particular regard to the harbour’s neighbourhoods, the contiguous territories and their systems of connection. The network provides a strategy to stimulate the progressive revampement of harbour areas through a new planning and management model. The new urban planning measures strengthen the quality of urban and extra-urban infrastructure, public transport services, mobilty systems and environment in the target area.
The Port-parks are integrated planning instruments involving different urban areas. The Port-parks planning model is implemented through integrated and synergic regeneration interventions aimed at enhancing the territory and its economic features. In particular, it promotes an environmental planning model based on accessibility and strengthening the territory’s main features. This integrated intervention has already been experienced in cities like Genoa, Barcelona and Valencia. The target area of the WATERFRONT Med project involves 12 locations characterized by a strong territorial contiguity and organized into 6 territorial poles.
Participants
The Port parks will be created in: Fiumicino, Anzio, Formia and Gaeta. The network’s participants are:
  • Lazio Region
  • Campania Region
  • Toscana Region
  • Sassari Province
  • Balear Islands
  • Bastia (Corsica)
  • Ville de Sete (FR).

Objectives
The WATERFRONT Med project strategy is based on the idea that ports could be considered as regional urban systems. WATERFRONT Med aims at strengthening a network able to increase the effectiveness of integrated, balanced and homogenuous ports, identified as “port-parks”. The project’s main objective is to extend the barycentre of the cities towards the sea. The network improves the liveability and usability of the territory and the consequent increasing of tourist fluxes. In addition, the integrated approach promotes actions focused on the improvement of quality in transport systems, public and private services, commercial activities and urban revampement.
Products
The main products of the network are:
  • the strengthening of urban and extra-urban infrastructure
  • the increasing of transport and mobility services standards
  • the enhancement of the environmental safeguard.
The WATERFRONT Med project intervention in Civitavecchia raised a great integration between the city centre and the port area and promoted the enhancement of the touristic features of the town. Fiumicino, that is the strategic core of the network because of its contiguity with Rome, improved its tourist-archaeological attractions, and the poles of Anzio-Nettuno and Gaeta-Formia enhanced their navals, highways and railways connections. Moreover, the Seafront areas of all the cities involved in the network have been renewed.
EU involvement
The INTERREG Medocc Programme is co-financed by the ERDF (European Regional Development Fund) at a 50 percent over the total ammount.
