The PURE Guidebook on Planning with water
Introduction
PURE North Sea is a EU project, which started in 2002 and lasted for four years. Led by the Province of Groningen, partners from England, Sweden and the Netherlands set up and realised a great number of projects in those four years.
Description
Flooding and water quality problems are not just incidents that ask for cure, but they are structural shortcomings in the industrial and urban landscape that ask for prevention. This asks for giving water a more leading role in spatial planning. According to this guidebook a good planning process should be based on the “four C’s”:
• concept (that integrates flow, area and actor aspects);
• contact (between the different actors);
• contracts (to conclude the decision-making process);
• and continuity (as a good planning process should demonstrate).

The project is partially funded by the European Regional Development Fund (ERDF).
