Action plan for social quality
Introduction
The Hague Southwest will undergo a radical transformation. The goal of this policy is a varied residential area with a certain mixture of functions and districts with their own identity. A new social amenities infrastructure will be developed to achieve this objective.
Problem
How can the municipality make The Hague Southwest an attractive area to live and work and fight deterioration and decay?
Description
The municipality of The Hague has put forward an action plan for social matters in The Hague Southwest as an extension to the strategy of this part of the city based on spatial development and modernisation. The action plan is in line with those spatial developments and the restructuring challenge facing The Hague Southwest. The emphasis of the plan is on concrete action. The plan concerns facilities in the fields of welfare, health, social care, education, active/passive cultural participation and sport.
Approach
The action plan contains 20 action items for which the municipal executive wants to give a commitment to The Hague Southwest. They are plans for a concrete approach that the implementers can include in the programme. The action items are divided over various portfolios, i.e. welfare and care; housing and spatial planning; recreation, public spaces and sport; playgrounds; governmental modernisation; culture. The action plan is related to various other portfolios responsible for improving social quality, in places including The Hague Southwest.
Results
The plan is built on an inventory of wishes among residents, implementers and directors of organisations and institutions. This produced a number of outcomes:
  • Officials of institutions and residents believe the existing facilities can be used in a better way through multifunctional and more flexible usage.
  • The institutions in Southwest need a brokering and orchestrating municipality.
  • Wishes were formulated for expansion of facilities for young people and for culture.

The first progress report on the social action plan was published in June 2005. It describes the 20 action items and looks at the original goal, its fulfilment, progress, costs/cover and the follow-up activities. In April 2005, following a work conference, nine key development locations were designated in The Hague Southwest because they look promising. The locations are also described in the progress report.
