Decline and renewal – the case of Budapest, HU
Introduction
The physical and social decline of inner parts of Budapest was already a serious problem in the socialist era before the transition of 1989-90. Although a “soft rehabilitation” method of renewal bean in certain areas in the 80’s, most of the concept remained only a plan. In this paper is shown, how many different renewal policies are exist.
The most important rehabilitation program is in Inner-Ferencváros, the Ráday street in Middle-Józsefváros, and the Corvin-Szigony Project in Inner-Józsefváros.
Description
The slum is the decline of the certain areas of a big city, and with this is knows from the beginning of the XX. century. In Hungary and in Budapest there is not only neighborhood-decline because of the changes of the properties’ value, but also the aggregation of the several period destruction processes.
There are several methods of the city rehabilitation. These methods range mostly not on one isolated house. All aims are to affect a whole big area due to the change of the physical status, and the direct changes of the social relations.
The paper talks about the answers of the slums in the socialistic era first, than about the self-governments’ answers after the transition. Afterwards it presents the Inner-Ferencváros (Ferenc-körút – Üllői út – Haller út – Mester utca) Rehabilitation Program. In the decline of the Inner-Ferencváros the time between the beginning of the program and it’s realization (in that time there was no reconstruction in the area) was the most important factor. This influence was unfavorable in the social consistency and in the here living residents’ moral.
After all the paper is about the real estate market rehabilitation, and than about the public place rehabilitation in the Inner-Ferencváros.
Conclusions
The sub- and dis urbanization processes in the most liberated countries flashes that the subsistence of these cities will promote due to the central and administrative intervention in the slum processes.
In the future the social principles of the “classic” rehabilitation would be less tenable. The properties’ market’s appreciation only partly permit of the original population’s sedentary. The market conditions make clear, that the new built townhouses will be not saleable, if the problematic cluster will be there. The rehabilitation will be not following without a more solvent group’s inflow.
