Paved with gold: the real value of good street design
Introduction
According to CABE (UK Commission for Architecture and the Built Environment) research, well-designed buildings, spaces and places contribute to a wide diversity of values and benefits. The 'paved with gold' project looked at the question how the extra financial value that good street design contributes can be calculated. In total, ten high streets in London were selected as case studies. The research showed that better streets result in higher market prices and that good design is valued by the people who use these streets. These benefits were calculated by using specific tools, such as the pedestrian environment review system (PERS), regression analysis and stated preference surveys. Because an increased quality in the design of streets has beneficial effects, design should be of increasing importance to local governments, developers and businesses, researchers state.

Description
The 'paved with gold' report shows that investment in design quality brings quantifiable financial returns and that people value improvements to their streets. It is intended for local authorities, regional governments, businesses, developers and investors to help them formulate better policies in the field of street design in the future.
The policy research project produced the following conclusions:
  • Better streets result in higher market prices
  • Good design is valued by the people who use the case study streets, and this value can be measured
  • The benefits of quality street design are clear and local authorities are already taking the initiative in realising the latent value in their high streets
  • Some influential players, such as regional development agencies, developers, and businesses, still need to understand the importance of well-designed streets
  • Further work is needed to take this research forward. A larger study could include a wider geographical selection of case studies to increase the applicability of the results.
