Cities Empower Europe - Common Framework on Future Urban Policy
Introduction
During the Dutch Presidency of the European Union (EU) in 2004, the urban policy of the EU and the individual member states featured prominently on the agenda. This policy paper aims to inspire future co-operation on European urban policy.
Description
On 30 November 2004, ministers of the 25 EU member states discussed the future of urban policy in the EU, focusing in particular on how cities can empower Europe. The Common Framework was used to stimulate and guide the discussion.
The Common Framework paper identifies the challenges and opportunities facing European cities. It reviews the growing importance attached to them by member states and the European Union. It identifies some key principles of successful policy and practice.
For the development of a successful urban policy in the future,  the paper lists three key conclusions and recommendations :
1) National governments need to promote the urban agenda even more.
2) Member states need to increase their collaboration and focus to achieve the Lille Action Programme ambitions for cities.
3) Member States should encourage the EU to place cities at the heart of European policy and policy-making.
