Decentralization and Local Democracy in the World
Introduction
The role of local government in the contemporary world is changing as local democracy is gaining momentum from West to East and North to South. The´Report on Decentralization and Local Democracy in the World´published by ´United Cities and Local Governments´offers a comparative analysis of the situation of local authorities around the world. The Report shows that decentralisation has established itself as a political and institutional phenomenon in most countries around the globe. However, the differences between countries and regions remain considerable. In European countries, the value attached to the role of local institutions is relatively large. Therefore, strengthening local governance in Europe is of great importance.
Description
This report of 'United Cities and Local Governments' is the first of its kind. One of the goals of this organisation since its creation in 2004 has been to create a ´Global Observatory on Local Democracy and Decentralization' to analyse the advances and possible reverses to local democracy and decentralisation around the world. This 'First Global Report' is one of the results of this initiative. It closely investigates the role of local governance in the contemporary world. All over the world, local democracy is becoming increasingly important. Because more than half of the world's population now lives in cities, local authorities have become the key to the solution of many major contemporary problems.
The report focuses on seven regions in the world:
  • Africa
  • Asia Pacific
  • Eurasia
  • Europe
  • Latin America
  • Middle East and West Asia
  • North America
Background information
The 'First Global Report' coincides with the adoption by Member States of the UN Habitat Governing Council of the International Guidelines on Decentralization and Strengthening of Local Authorities.
Conclusions
Europe attaches a lot of value to the role of local institutions in comparison to other regions in the world. Stronger political leadership is developing along with new participating methods. Moreover, the relationship between Eastern and Western Europe is becoming closer. However, different systems of local governance are not converging.
Three major trends related to local governments are taking place in Europe today:
  • strengthening of municipal and intermunicipal frameworks;
  • regionalisation;
  • problems related to the organisation of urban areas.
Because of these trends, European local governments are gaining importance in the following fields:
  • the economy
  • the implementation of major collective functions (previously dealt with by the central government)
  • the extent of self-government
