Sustainable urban transport promotes social inclusion - Difu report
Introduction
The German Institute of Urban Affairs (Difu) has recently published the research report “Sustainable Urban Transport and deprived urban areas”. It provides a range of good practice examples from European cities focused on improving the chances of people living in economically disadvantaged neighbourhoods by improving transport options. The contribution of urban transport planning to improving deprived urban neighbourhoods is considered to be underestimated. The value of the Difu report is that it shows that there already is considerable practical knowledge on how to use transport as a means to create better social conditions.
Description
Many people are at a disadvantage when it comes to opportunities for mobility. Individual opportunities to use a wide range of services (from internet to trains) are not distributed equally. Children and young people, people without driving licenses, low-income families, the elderly and the disabled are groups that are most likely to affected by this inequality. The opportunity of people to participate in public life, to utilise the diverse supply of infrastructure and for economic development is dependent on the spatial and social situation these people are living in.
The report presents 21 good practice examples that focus on transport in relation to disadvantaged urban areas. The projects cover 10 different aspects of urban transport: 
  • integrated city and transport planning 
  • the compact city 
  • city centre concepts 
  • clean city 
  • local public transport for groups with special needs 
  • bicycle-friendly cities 
  • redesigning street space 
  • car-free developments 
  • mobility management 
  • road safety education
Methodology
The selection and classification of the good practice examples was based upon available projects reports and completed research projects, interdisciplinary cooperation with Difu and additional research.
EU involvement
The Difu report was presented during the informal ministerial meeting on urban policy in Leipzig on 24 May 2007. The report was commissioned by the 2007 German EU Presidency.
Conclusions
Some general conclusions that can be drawn from the report are:
  • An efficient urban transport system is a prerequisite for better participation opportunities.
  • The effectiveness of urban transport systems must be measured by the mobility and accessibility they provide and by their environmental impact on the surrounding urban areas. The European model of a compact city is an attempt to strike a balance between these conflicting aims.
For each one of the ten aspects of urban transport that the report addresses, more specific conclusions are available, based upon an analysis of the relevant cases.
