Urban government policy - theoretical and empirical circumstances of guidelines
Introduction
This document describes the situation of urban development in Poland, aims of goverment urban policy, priorities of urban policy and instruments of realization of this policy.
Description
Globalisation of economy, bigger and bigger size and range of migrations, proceeding concentration of people in towns and growth of consumption as well as its negative redults in social ang environmental sphere causes increase and complication of towns` problems. Impact of external factors on urban development is bigger and bigger, therefore solving its problems is often possible on regional or even national level. Formulating and providing of urban and spatial policy is becoming a one of most important government`s task.
Conclusions
Small finance possibilities of the state will limit its range of economical intervention. In wider range should be used law and organizational instruments such as catastral tax, law procedures making easier PPP, wider application of solutions making desisting from taken decisions difficult as well as effectively controlled orders and bans. Necessary are institutional reforms of public sphere to order competence extent. Undertaking of more detailed decisions will require more intensive research on regional national level, which will be based on uniform measures and methodology. Basic success condition is creation of monitoring system and periodically control of realisation the policies adopted by the government.
