To allocate the limited resources to respond to the local needs and demands.

The project consisted of two themes. Firstly to create a Green Area Development Programme in which the aim was to create a long-term strategic plan, designed to cover the green areas as a whole and to guide the activities for the years 2002-2011. Secondly to investigate new ways of city-arranged residental participation and voluntary work in taking care of the environment.

Green Area Development Programme: The residents' and civil servants' common definition of how the green areas should be developed, what type of services these areas are expected to provide and how the areas will be maintained. This includes parks, fields, forests and green areas on streets.

Volunteer work: Each site is adapted to fit with the aims of the city's general course of action and environmental maintenance, as well as to the resources of residents and city. The work is led by a volunteer work director in the gardening unit, who is working as a representative of the city. The director's duties include dealing with residential initiatives, planning and organizing volunteer work activities, and locating suitable volunteer work sites.

A Green Area Development Programme for the area was created. The method was adopted for the whole city. Guidelines for city-organized environmental voluntary work.

Funding from the EU structural funds and labour. The labour consisted of project manager and two directors of volunteer work. The Rentukka project is part of the Objective 2 Urban development work in East Turku.
