French National Focal Point
The French National Focal Point is the Centre de ressources (Knowledge Centre) of the Délégation Interministérielle à la Ville – DIV (Interministerial Delegation for Urban and Social Development). In its relationship with European partners the Knowledge Centre leans on the Department for European and International Affairs of the DIV.
In France, the DIV is responsible for the national conception of “politique de la ville” (urban and social development) within the Ministry for Employment, Social Cohesion and Housing, which it coordinates at interministerial level.
It acts as a regulating authority for:
  • the “National agency for urban renewal” (ANRU) in charge of the urban renovation programme;
  • the “National agency for social cohesion and equal opportunities” (ACSE), which implements the social aspect of “politique de la ville”.
It monitors urban contracts (CUCS) in liaison with the decentralised services and the agencies and acts on the initiative of national or local social experimentation schemes.
The DIV Knowledge Centre
The DIV Knowledge Centre is a tool for the French Ministry in charge of “politique de la ville” and for all the urban professionals. 
Its main activities include capitalising knowledge and know-how, offering support and tools to professionals and managing a network of national partners in the field of urban and social development. This network comprises: regional knowledge centres for « politique de la ville », research institutes on urban policies, information centres linked to central administrations and networks of cities and urban professionals.
An information service and a place of exchange and reflection:
  • a library with more than 12 000 documents
  • an on-line database “I-ville”
  • a geographical information system (SIG)
  • a collection of archives and a programme “oral achives”
  • a newsletter
  • organisation of conferences and thematic seminars
  • publications.
