Interministerial Committee for Cities (CIV), 9 March 2006: “For a stronger urban and social development policy” - FR

Introduction
The French government has decided to implement a range of measures to renew and strengthen its actions aimed at improving the quality of life in impoverished areas.
Description
The CIV of March 2006 gives the framework for new Urban contracts for social cohesion (CUCS), contracts signed between towns or groupings of towns and the State for the implementation of a local social cohesion plan to complement urban renewal projects. New priorities were laid down in the social fields of access to employment and economic development, improvement of housing and life settings, educational success and equality of opportunity, citizenship and the prevention of delinquency, and finally access to health. Unequalled resources have been released to enable, in particular: the creation of 15 new economic opportunity zones – ZFU – (bringing to 100 the number of sites affected by the measure), the setting up of a national social cohesion agency  (ACSE) as sole interlocutor with municipal bodies, resources strengthened by educational success measures...
