European Crime Prevention Network (EUCPN) - FR

Introduction
Recommended in 1999 in Tampere (Finland), the aim of the network is to facilitate cooperation, contacts and exchanges of information and experiences, collecting information on existing crime prevention actions, more specifically criminality linked to drugs, urban crime and delinquency of minors.
Description
The EUCPN was formed in 2001 as a result of work carried out under the French, then Swedish presidency. The secretariat is in Brussels and each member state has a representative which relays information and exchanges to it.  In France it is the Délégation Interministérielle à la Ville (Interministerial Delegation for Urban and Social Development (DIV)) which represents the network. Like in each member state, this representative is supported by two other points of contact: the French Forum for Urban Safety (FFSU), an association grouping together networks of towns in France, and representing the civil society, and the Centre d’Etude sur le Droit et les Institutions Pénales (CESDIP - Research centre for law and penal institutions), representing researchers.In France, the FFSU comprises 130 towns and relays information thus collected on a European level.The CESDIP is a scientific network grouping together 8 European countries and is part of a joint structure with Germany, and participates in a European program for hosting young foreign researchers.
The network has launched five studies: an update on the progress of this work was given in Dublin on 26 February 2006. It comprises five inventories: 
  • good practices relating to prevention of bullying at school;
  • current knowledge relating to the development of risk factors and measures aimed at combating juvenile delinquency; 
  • knowledge available in relation to the evaluation of the costs and benefits of measures fighting criminality;
  • good practices aimed at reducing feelings of insecurity or fear of crime; 
  • current knowledge and statistics relating to vehicle theft.

Objectives
The network covers all measures, both qualitative and quantitative, which aim to reduce or contribute to reducing criminality and feelings of insecurity of citizens, whether directly, by discouraging criminal activities, or through policies and interventions aimed at reducing factors leading to criminal acts, as well as the causes of criminality. It combines actions carried out by the public authorities, competent authorities, criminal justice bodies, local authorities and specialist associations which they have created in Europe, the private sector, charitable organisations, researchers and the public, with the support of the media.
Products
EUCPN favors a multidisciplinary approach and is, through the contact points, in close contact with different actors in the Member States. EUCPN uses and promotes the results of relevant projects that have been funded through European Union programmes. EUCPN also sets up and operates a website, containing information on EUCPN and on crime and crime prevention at Union and national levels.
EU involvement
The Secretariat for EUCPN is provided by the Commission, but works closely together with the National representatives.
