State of emergency: France

Introduction
In his speech to the National Assembly twelve days after the start of the urban violence of November 2005, the Prime Minister proclaimed a state of emergency and announced new concrete measures to promote equal opportunities in critical neighbourhoods.
Description
Faced with the violent events of November in French suburbs, the Prime Minister made a speech to Parliament announcing on the one hand an action programme contributing to the adaptation and strengthening of the law enforcement plan in critical neighbourhoods and on the other hand a series of measures aiming at promoting equal opportunities for these territories and its inhabitants. This involves stepping up measures to combat unemployment among young people, constructing and renovating housing, and reinitiating priority education. Going beyond these three areas, measures to improve everyday life in the field of public services, health and leisure must be led, and action against all forms of discrimination must also become a priority for the national community.
