Overview of integration policy in France (2002-2005)

Introduction
In the wake of the address given by the President of the Republic in October 2002, integration policy in France was subjected to a major overhaul with respect to the following principles: a contract-based definition of integration, common law, and challenges like social development, anti-discrimination, and equal opportunity.
Description
The report prepared by the High Council on Integration was submitted to the Prime Minister in November 2005. It provides an overview of public integration policy as monitored by the government over a three-year period, during which a department of public services was created for new immigrants, in addition to the High Authority against discrimination and for equality, and the National Immigration History Centre. The document also includes the 2002-2004 statistical report prepared by the Council’s Observatory, presenting regular foreign entries into the French territory and analysing the integration process. The High Council on Integration also presents three expert opinions on: 
  • the condition of elderly immigrant workers; 
  • cultural diversity and shared culture in audiovisual media; 
  • the administrative organisation of integration policy.
