Liebenauer Feld: Inner City Neighbourhood Repair, Worms

Introduction
Redevelopment of a former military housing neighbourhood into a well designed, walkable community. The redevelopment efforts are managed by a local public private partnership (PPP). The PPP employs a diversified strategy of infill development, modernization, and mixed-use to achieve a sustainable city environment for families, professionals, and the elderly alike.
Problem
Redevelopment of an inner city military housing site, touching the following aspects of urban development: 
  • brownfield development;
  • integration of an underutilized inner city site;
  • demographics of an aging population.
Description
Liebenauer Feld is a PPP development dedicated to weaving a former military housing compound into the fabric of the surrounding city. The site is located close to Worms's commercial and historical centre and the train station. The approach utilizes manifold housing typologies to cater to a mix of ages and social groups, providing public facilities and mixed-use opportunities. Ultimately landscape qualities, a vigorous neighbourhood structure, and city amenities shall draw residents back into the city.
Approach
The approach employs a site master plan:
  • the plan utilizes modernization, infill development, creates pedestrian passageways to convert the brownfield site to urban fabric;
  • the plan's components are developed under market conditions, drawing on public aid for the social housing components;
  • the master plan allows for future densification of specified sites;
  • the proximity of the rail station locates the development as part of the City Worms as well as part of the Rhein-Main-Neckar Region.
Results
The Liebenauer Feld GmbH public private partnership pursues ambitious urban design while satisfying social and market demands:
  • employment of public funding enables a mix of housing opportunities promoting social integration;
  • a diversified design approach furthers social integration, generates economic opportunities, and creates choice for prospective city inhabitants;
  • neighbourhood thinking incorporated a local school and an existing medical facility as amenities for families and the elderly.
