Structure Planning in Northern Microregion of Pest County - A Dutch-Hungarian Co-operation 2000-2002

Introduction
The Structure Planning Project was a pilot project with the special aim of support of the transition in process for a more efficient spatial planning system and practice in Hungary in the period before the accession to the European Union. This was a knowledge transfer process lasting two years supported by the Dutch Ministry of Foreign Affairs. During the process the purpose of the measures was to develop an adopted model of structure planning to the Hungarian planning system as well as to test the improved method.
Problem
Previous studies were stated that the weakness of the Hungarian planning processes is the lack of communication and participation as well as the insufficiency of comprehensive and abstract mentality of planner. The main output of the project was a Handbook and Toolkit for Structural Planning of Hungary. The handbook aims to offer experimental support for introduction a new method of planning into the local planning, regulation and development practice.
Description
The first main chapter of the document gives an overall summary from the Hungarian planning system as well as how to embed the method of structural planning into the domestic practice. Thereupon the planning steps of the structural planning – management form, organisation, the way of participation and planning execution – were introduced. Next chapters of the work deals with the planning instruments and techniques as well as the experiences the pilot projects, which applies and at the same time tests the lately developed method of structure planning.
Approach
The main result of the project affects to change the view and the way of thinking of planners (to make it more comprehensive and abstract), to avoid the separation of certain steps of planning process, to reinforce the communication, participation of stakeholders and to supply the local community’s demand.
Results
The main result was a lately developed structure planning method adopted to the Hungarian conditions, which was also able to test during the project. A handbook was developed for applying to further use by municipalities and local governments all over Hungary.
Beneficiaries
The project aims the changing method of the planning, in consequence of the main beneficiaries of the project were first of all the planners as well as stakeholders and community throughout the increasing ability to enforce local interest.
