The Europe Plan 13 is a plan-document, it is a mixture of settlement-development plans and sectional concepts and mainly it leans on the conditions of the phase of mid-term programming. It is more general, than the sectional development plans and compared to the settlement development plans it is more concrete, limited to a specific territorial area concerning the developments. It also looks at the financial limits and overlooks the physical borders of the district and tries to solve the main problems of the city as well. With regarding to the territorial proposals the concepts gives horizontal opportunities (social, educational proposals). The main goal of the Europe Plan 13 is, to give clear development directions on the areas of diverse characteristica. For the district it is favorable, that it has a population like a medium-large town in Hungary. It is a district borderd by other districts, and it is not monofunctional (e.g. not only residential), but it has almost all the urban characteristica. Concluded from this the district doesn’t need to be uniformized, there is no need for regulation, which allows everyting everywhere, but this document can give diverse ideas for utilization of the areas in the future. So, for example the dilution of the homogene characteristics in Újlipótváros with modern business-towers or residential houses is not realisable.
