The document is based on the regulation of the Ministry of Environment No 4/2002 (X.7.). It contains descriptions of the environment of the city (climate, relief, built environment, etc), and data of the emission and imission of the last five years measured by the meter stations all over the city.
First part is followed by a review of the reasons and peculiarities of local air pollutions. This analysis is based on detailed data. Possible arrangements for enrichment of air quality are formulated.
Summary of all arrangements which were made before the statutory order of 21/2001 (II.14.) is given here with an analysis of their effects.
Actions made since 2001 are analysed according to the 6th Environmental Action Programme of European Union, and The Operative Programme of the Environment and Infrastructure of the National Development Plan.
Last chapter is about a long term programme for the enrichment of air quality
1.) on national level (eg. Motorway developments)
2.) and on local levels (eg. Modernization of local public transport.)
Responsibilities and deadlines are appointed for long term programmes.
