Urban Changeover Companies (Società di Trasformazione Urbana: STU) - IT.

Introduction
The involvement of local private actors and land owners is a key issue for public authorities in charge of implementing urban regeneration Programmes. The Urban Changeover Companies (Società di Trasformazione Urbana: STU) are composed by private and public actors in charge of executing the Municipal Development Plans.
Description
The Urban Changeover Companies are envisaged in the framework of the Nation Law n. 267/00. According to Article 30 of Law 326/03, these public companies have to be promoted by towns and Municipalities in charge of managing urban planning, and, at the same time, by the Government Property Agency (Agenzia del Demanio). The Provinces, the Regions, the other Public Administrations and the private stakeholders selected through calls for tender can participate in the Companies as shareholders. An agreement signed between the shareholders and the Urban Changeover Company states rights and duties of the parties involved. The Urban Changeover Companies acquire the property of private real estates and have to involve national property buildings. Such buildings are listed in a Municipal Law and the acquisition of their property is justified by eminent domain. The Companies are financed by the increased property values of buildings located in areas which have already been regenerated. The implementation of Urban Changeover Companies can be divided into two different phases: the first phase involved 51 Municipalities while the second one involved 36 Municipalities.
