S.I.S.Te.M.A.- Multi-Action Integrated Development of Territorial Systems, intended as a complex set of elements or sub-systems functionally interconnected among them, IT.

Introduction
The Programme’s name is an acronym for Multi-Action Integrated Development of Territorial Systems. It contributes to setting up innovative projects of territorial and environmental significance in cooperation with local authorities within the framework of regional planning. The Programme aims at enhancing the competitiveness through urban regeneration and the strengthening of partnership.
Description
The key objective of S.I.S.Te.M.A. is to devise and implement strategic development initiatives in areas with infrastructure of primary importance, promoting a poly-centric development model and strengthening the connections among infrastructure, urban systems and secondary networks. As the characteristics of the regions where the programme will be implemented differ considerably, the Programme identified two separate areas of intervention: the North-Centre and the South of Italy. The strategic objective is to promote the exchange of experience among stakeholders so that they can benefit from the most innovative good practices already experienced. The Ministry for Infrastructure coordinates, promotes and supports proposals for multi-action initiatives capable of creating local development opportunities through the transformation of key areas. 18 secondary land and urban systems with regard to the main transport infrastructure networks were selected to take part in the Programme. Subsequently, 21 target areas within the 18 systems were identified. The target areas stood out for their capability of pursuing innovation and their potential to benefit from the implementation of new infrastructure. The initiatives outlined for the 21 target areas are aimed at increasing the ability of the target areas to attract development opportunities through:
increasing the level of competitiveness:
  • through the improvement of infrastructure and services in order to highlight the potentialities and the resources offered
  • through the strengthening of the connections between the local systems and the main networks.
promoting territorial cohesion:
  • by creating or strengthening horizontal and vertical partnerships
  • by opening up the local partnerships to a trans-national dimension.
EU involvement
The S.I.S.Te.M.A. Programme seeks to merge the European activities for urban development with the local needs of the Italian town and cities. This Programme is a pilot project and it aims at developing an instrument for networking innovation among the Italian stakeholders. According to the European strategic objectives for the next round of Structural Funds as regards urban development, the S.I.S.Te.M.A. Programme will lay the foundations for other pilot projects of urban development.
