INTERREG III C Noé promotes the implementation of a risk prevention system - IT.

Introduction
INTERREG III C Noé is a Regional Framework Operation (RFO) that aims at improving the capacity building of Local Authorities through the establishment of regional networks. The project’s main objective is the establishment of a knowledge exchange network promoting actions to prevent natural risks and preserve the local cultural heritage.
Description
Noè is a network funded by INTERREG III C South which uses an innovative and multidisciplinary approach to establish an interregional operation. This initiative networks regions to protect their cultural and natural heritage from damages and promote aid interventions in the event of natural disasters. To be effective, this strategic approach is based on the idea that emergency measures must be carried out at regional level and in close cooperation with the different actors and decision-makers concerned, such as:
  • Local Authorities
  • risk prevention experts (e.g. hydrogeologists and seismologists)
  • intervention services (e.g. fire brigade).
As far as it is concerned, the RFO aims at developing new models of local and regional governance enhancing participatory processes and raising awareness among all local representatives through integrated regional actions. This strategy allows local stakeholders to effectively contribute to the decision making process.

  • Prefecture of East Attica (Attica, GR)
  • Commission of coordination and regional development of North Portugal (Norte, PT)
  • Region of Sicily (Sicilia, IT).

Objectives
The Noé Operation is based on a joint strategy aimed at implementing measures proposed by regions and local authorities involved in the network. Within the framework of the Noé project, these actions and sub-projects will:
  • improve the local participants’ capacity building
  • promote an integrated approach for the protection of cultural and natural heritage against natural disasters
  • promote a transregional model for risk management
  • enhance regional networks to determine a long-term effective impact on the territory.
The Noè project’s implementation involves risk prevention local experts, authorities and institutional bodies through a bottom-up approach.
Products
The main products of the network are:
  • the enhancement of regional awareness, knowledge and capacity in preventing natural risks and managing calamities and disasters
  • the promotion of a tighter transregional cooperation
  • the empowerment of professional expertise
  • the enhancement of skills transfer between regions
  • the development of assistance tools for professionals in charge of drafting out prevention plans in the event of damage
  • the dissemination of data to create risk and heritage maps in risk areas
  • the establishment of integrated communication systems
  • the organisation of in-house and distance training networks
  • the promotion of mutual assistance between regions.
EU involvement
The INTERREG III C Noé project is co-financed by the ERDF (European Regional Development Fund) for a total amount of 4 million euros.
