S.I.S.Te.M.A. Vicenza. Software for sustainable development to promote youth integration in the job market – Vicenza, IT.

Introduction
The town of Vicenza is the lead partner and the promoter of a network aimed at strengthening cooperation between local institutions, agencies and actors in order to implement and support training and cultural exchanges between youth. The improvement of web-based networks is the main tool to enhance the territory economic competitiveness and youth’s job opportunities.
Description
The S.I.S.Te.M.A. Vicenza Programme lists three levels of action:
  • a “System action” aimed at creating a feasibility study to define a strategic plan to identify products, actions and strategies to strengthen integration between the network stakeholders
  • a “Context action” that foresees the implementation of a web-based portal called “Vicenza, European city of youth: software for the sustainable development” as a virtual place where networking stakeholders. It aims at supporting youth, up from the secondary school, in training (stages, university, postgraduation schools), cultural, and work exchanges
  • a “Local action” that aims at creating a physical space –“Forum Centre”- to host the portal control panel and to promote animation activities in the territory. 
Vicenza experiences complex territorial dynamics concerning all the Northern-east area. The town is included in a complex urban network called the “Vicenza System”. Within this context, improving job opportunities for youth means to strengthen the economic features of the whole area in order to grant a sustainable development based on social growth. The implementation of virtual and physical places where citizens can actively participate in social and economic changes, helps in strengthening citizens’ participation and involvement at local level. 
Participants
The S.I.S.Te.M.A. Vicenza Programme is addressed to the South Veneto territory and it involves the towns of Verona, Vicenza, Padova, Venezia and Mestre. The main partners of the project are:
  • the City of Vicenza
  • the District of Vicenza
  • the Region of Veneto.
The first transeuropean partnership will be implemented with:
  • the City of Annecy (France)
  • the University of Annecy (France)
  • the City of Pforzheim (Germany).
Many assotiations, public bodies, public and private partners of the area will be involved in the network.

Objectives
The main objective of the S.I.S.Te.M.A. Vicenza Programme is to create a network involving cities, universities, professional categories, chambers of trade, students, young people and citizens. The S.I.S.Te.M.A. Vicenza Programme stimulates the exchange of information, experiences and strategies to promote youth integration within the job market. The main tool to reach these objectives is a web-based portal created, organized and managed by youth and connected with other European portals presenting the same characteristics. The involvement of youth allows them to play a leading role in enhancing the cooperation between European towns. The town of Vicenza stimulates and supports the implementation of partnerships and networks at regional, national and European level. They involve institutions, agencies and bodies to implement training and cultural exchanges between youth and help to create the “Youth European Cities” network.
Products
The main products of the Programme are:
  • the implementation of an active network connecting cities, universities, associations, chambers of trade and youth of the South Veneto and the development of an urban and territorial marketing strategy
  • the creation of a website to support youth during their educational, cultural and job experiences
  • the regeneration of many areas and renewal of Vicenza historic buildings where the portal control panel and the related services are hosted. Cultural exchanges are implemented in entertainment, aggregation and meeting places that also attract both young stakeholders and investors.
EU involvement
The strategy of the Vicenza S.I.S.Te.M.A. Programme follows the methodological approach of the European Spatial Development Planning (E.S.D.P.) guidelines that consider cohesion and competitiveness a key element to stimulate a sustainable development. Moreover, the S.I.S.Te.M.A. Vicenza Programme aims at creating a tight cooperation between the Veneto region and the European system of cities involved in the European corridors 5 and 1 of the TEN networks.
