Enhancing the territorial connection node of Terni through strengthening relationship with the towns of Rome, Rieti and L’Aquila– Terni, IT.

Introduction
The S.I.S.Te.M.A. Terni Programme represents an opportunity to enhance the role of the town of Terni as an important territorial node of the area surrounding the Appennini mountains of the Abuzzo region. The S.I.S.Te.M.A. Terni Programme focuses on strengthening the Terni infrastructural system through the enhancement of the already existing features and the improvement of the E45 highway (Venice-Civitavecchia) with particular attention to the node Terni-L’Aquila-Sulmona.
Description
The S.I.S.Te.M.A. Terni Programme lists three levels of action:
  • A “System action” that aims to create a feasibility study to define a strategic plan in order to identify the interventions to be developed and the actions to be improved to enhance the infrastructural features of the area. The System Action stimulates a tighter and more balanced relationship between infrastructure and territory
  • A “Context action” aimed at enhancing the sportive and naturalistic infrastructure of the area in order to create a “City of the Sport” inter-connected with the main infrastructural axes
  • A “Local action” aimed to organize stock logistic interventions related to the railway systems and to create a system of urban doors able to increase the accesibility of the area.

Moreover, many partnerships with non-institutional partners have been implemented. Some of these partners are :

  • Cassa di Risparmio di Terni (Bank of Terni)
  • Sportive associations
  • Terni Soccer Team
  • Railways of the State.

Objectives
The main objective of the S.I.S.Te.M.A. Terni Programme is to create a network among all the cities, provinces, regions and other institutional actors of the Appennini mountain area in order to enhance the infrastructural systems and the sportive-turistic attractions of the area. Through the strengthening of partnerships into the territory, the S.I.S.Te.M.A. Terni Programme implements the basic conditions to grant the sustainability of the infrastructural and territorial interventions. Moreover, the programme aims at enhancing the role of transversal (East-West) infrastructural connections.
Products
The products of the network are related to the infrastuctural growth of the city promoted by the S.I.S.Te.M.A. Terni Programme and concern:
  • the renewal of the city infrastructure and of the connections with the surrounding areas
  • the enhancement of the sportive-naturalistic vocation of the cities of Terni, L’Aquila and Sulmona (located in the National Park of Abruzzo).
Therefore, the main products are connected to the stregthening of the highway Venice-Civitavecchia, of the connections between Terni and Rome and of the railway Terni-L’Aquila-Sulmona. The implementation of sportive and naturalistic attractions has been promoted in order to strengthen the economic features of the area. Through the S.I.S.Te.M.A. Programme the Municipality of Terni aims to create an integrated system of sportive-naturalistic activities and to build up a City of the Sport The main attractive sport activities are climbing in Valnerina, rowing, rafting and canoing in Terni mountains and in Marmora falls fishing, horse riding and trekking.
