The in-depth investigation made through the Feasibility Study brought to identify a building owned by the State Monopoly Autonomous Administration (Amministrazione Autonoma per i Monopoli di Stato: AAMS) which was used as a tobacco factory. The negotiation between the Municipality of Benevento and the building owner allowed to outline a range of suitable planning and procedural conditions to establish a company for the project’s funds management (Urban Changeover Company). This company constitutes a legal entity and is distinct and separate from its promoters. In particular, the Company holds a patrimonial responsibility and allows an off-balance position and an independent management of the project. The Urban Changeover Company promotes and coordinates the Railway District regeneration interventions, managing the renewal processes of public and private companies. Moreover, it has to directly implement and realise the urban regeneration plan as it is a “special purpose vehicle” to implement a single and defined intervention project. The regeneration of the district and the related changes occurred into the Municipal Development Plan, represent the key elements for the start up and the support to a wide, organic and effective renewal process of the railway district and, as a consequence, of the whole city. The Urban Changeover Company is the main subject responsible of such renewal.

The added value of real estate interventions implemented in cooperation with the building owners lies in relieving Public Administrations of costs for the implementation of public works and also represents a benefit for the owners. Other forms of funding for public works are:
