The CITYPORTS project: supporting the improvement of urban environment in Emilia-Romagna - IT.

Introduction
The CITYPORTS project is addressed to a wide network of small and medium-sized urban cities of the CADSES area. These towns try to face urban issues through similar integrated measures and general methodologies. The project supports an informative network trying to increase the quality of logistic solutions.
Description
The project supports and improves the quality of urban environment. It promotes an informative network to implement a methodology for analysing, studying the feasibility and implementing an integrated “cities logistics solution” between the network participants. The implemented network supports the enhancement of policies in charge of granting access to towns and logistic flows addressing city logistic problems within a comprehensive framework.
The towns involved in the network represent a strong urban system that share common issues, such as transport problems, traffic congestion, pollution, and a significant decrease in quality of life in urban central areas. Therefore, public administrations have to define adequate processes in order to integrate the main European policies and priorities for the sustainable spatial development, the improvement of social-economic cohesion and the reduction of greenhouse gas emission at local level. The “city logistics solution” approach is diversified from town to town: some cities have already implemented a Feasibility study to enhance a common methodology for integrated logistics solution, while other cities are experiencing a start up phase of the project implementation.

The project involves 19 cities of 12 Regions.

Objectives
The CITYPORTS network’s main aim is the definition of guidelines and tools in order to implement a Feasibility Study able to define the economic, environmental and political sustainability of integrated urban actions. The final results of the CITYPORTS project is the development of a common methodology for the analysis and implementation of integrated “city logistics solutions” . The methodolgy is based on:
  • the analysis of the specific conditions of urban logistics
  • the identification of integrated solutions
  • the evaluation of feasibility and sustainability of the implemented actions
  • the envolvement of stakeholders.
Products
One of the main product of the CITYPORTS project has been the creation of a cooperative-based network between cities and urban areas, as well as the promotion of a sustainable polycentric development. Moreover, the public transport system has been improved and the intermodal transport system has been implemented. Particular attention has been paied to reduce the negative environmental impact of traffic to save energy and to promote sustainable means of transport.
EU involvement
The target of the CITYPORTS project is the implementation of a medium and small-sized towns network to create a coherent, efficient and sustainable urban policy for strengthening EU infrastructure. The network’s main objectives are:
  • the integration of the main EU policies and priorities at local level (EU policies and measures for sustainable spatial development)
  • the improvement of social-economic cohesion
  • the reduction of greenhouse gas emission
  • the strengthening of EU policies concerning transport.
