Social District Development - 's-Hertogenbosch, the Netherlands

Introduction
The City of ‘s-Hertogenbosch has strengthened the cooperation between the social and physical pillar of the GSB, the Dutch national urban policy strategy. In particular, the Culture, Welfare and Social Affairs sector of the municipality is supported in the development of knowledge and skills to improve its contribution in its cooperation with the physical sector in restructuring operations.
Problem
From a social perspective, the City of 's-Hertogenbosch wants (re-)development and restructuring of districts to contribute to bringing about districts with a sustainable quality of living. This must result in districts for life. How can the Culture, Welfare and Social Affairs sector better contribute in vision and implementation to social district development? To what scenarios can these insights lead for the social development of the Boschveld district?
Description
This district has been a GSB-area of attention for some time. In 2000, a District Analysis was formulated with both social and physical aspects. The CWS sector can only contribute here to a limited degree. The City Development sector and the corporations have further worked out the plans. This has resulted in the primarily physical Boschveld Master Plan, which was settled upon by the council in January 2005. Boschveld is a part of the national 56-district policy. Meanwhile some delay in the decision-making process and the implementation of the plans has occurred as a result of reactions from district residents.
Approach
Within GSB III, the City of 's-Hertogenbosch has assigned priority to the theme of cooperation between social and physical. This relates in particular to the restructuring of existing districts and the development of new districts.
Results
A reader with theoretical knowledge and practical information has been compiled, in which the concept framework of the social sector, its contribution to restructuring and possible directive rolls that a municipality can take on are covered. The second step was stimulating knowledge exchange between the parties on social district development and the assignment of a division of roles. The third step was assigning the outlines for a social vision of an enduringly inhabitable Boschveld. In the advice referred to, there are three global social visions with respect to Boschveld, depending on the objectives that one makes. These lead to three possible scenarios. The social objective scenario (social objectives are paramount), the social policy scenario (housing stock objectives are guiding) and the extensive social guidance scenario (urban development objectives have priority).
