Towards a youth agenda

Introduction
How can local authorities improve general and local youth policy?
Description
In this paper on youth policy, the authors argue in favour of a new administrative model that does justice to the ambitions of central government while leaving local authorities sufficient opportunity to pursue a specific local policy.
Conclusions
• There is a two-pronged approach to youth policy. General and preventive policy has increasingly been prioritised in recent years. Government policy, however, focuses mainly on children and young people with problems.
• Youth health care requires sufficient resources to identify developmental disorders and to advise parents.
• A network of provisions for schoolchildren increases their development opportunities.
• Re-entry of early school leavers has a greater chance of success with: daytime supervision and truancy programmes, suitable transition arrangements, effective guidance for young people into education and/or work.
• Central government should support local authorities in the development of an integrated information policy through the creation of a legal framework for the youth agenda.
