Combatting youth unemployment

Introduction
Many local authorities want to combat local youth unemployment but often do not know how go about this. Therefore, the Youth Unemployment Task Force has published the brochure '8 bright ideas for combating youth unemployment'. The brochure is intended as an inspiration for local authorities in dealing with youth unemployment.
Description
The Youth Unemployment Task Force was set up by the state secretaries for Education, Culture and Science and for Social Affairs and Unemployment. The Task Force's objective is to create, with respect to 2003, an extra 40,000 jobs for young persons in four years and to develop a sound approach for assisting young persons. The Task Force's aim is to ensure that local authorities, social organisations and educational institutes work together as effectively as possible in combating youth unemployment and premature school leaving. To this end, the Task Force has put together eight ideas in these publications to serve as an inspiration to local authorities. 
Conclusions
The Youth Unemployment Task Force makes the following suggestions to local authorities regarding the combating of youth unemployment:
  1. A so-called ‘Day of Action’ has a magnetic effect when it comes to creating jobs for youths
  2. Sound approach: cooperation between Social Affairs and Regional Registration and Coordination function (RMC-functie)
  3. Youth desk ensures success through an integrated approach 
  4. Give unemployed youths a second chance in vocational education 
  5. Cooperation produces more work-study places for young persons as well as better mediation
  6. Flexible intake in senior secondary vocational education  
  7. Successful transfer from preparatory secondary vocational education to senior secondary vocational education through timely supervision
  8. Local authorities themselves offer youth work placements and work-study programmes
