Stagnation in development of Groningen Station - Groningen, the Netherlands

Introduction
Europapark will become a prime location for business services in the north of the Netherlands. In addition the area is highly suitable for various purposes such as living, working, going out, enjoying leisure activities, etc.
Problem
How can the parties involved be made to renew their collaboration in the completion of Kempkensberg Station in Europapark?
Description
A new railway station, a multifunctional stadium complex, a business district, a new housing district and a park are the ingredients of the urban development plan. This plan will determine the character and personality of the Europapark. The purposes are not separate entities but are intertwined making the Europapark a lively neighbourhood 24 hours a day. The proximity to the city centre and the connections with the city network mean that the Europapark occupies a key position in the city of Groningen.
Approach
Europapark encompasses approximately 42 ha and is divided into four quadrants. One of the four quadrants is the location of the new Kempkensberg railway station. This creates a desirable public transport connection for Europapark. A station represents a substantial contribution to the development of Europapark because of its strategic location between a large business district, sport and leisure facilities, residential areas and a transfer zone.
Results
After the completion of Kempkensberg Station the question arises by whom and how this station will be managed. Groningen may be willing to take the development of the Kempkensberg Station into its own hands, but it does want agreements regarding the management of this station. Besides the technical management, questions also arise with regard to the environment, quality of life and safety. The question that will be posed in the second phase of the task is how an entirely new (innovative) approach to the management of station Kempkensberg can be found for Groningen's situation.
